TECH: Big game boot up problems, 5 volt issues?

Hello,
I have a big game i had for a couple of years. When i got it it had
acid damage and i installed a great plains electronics repair kit.
The problem was fixed. A few months ago it stopped booting reliably.
IT was every other time it would boot. Then it it would lock mid
game. I replaced the memory chip on the cpu board, this fixed the
problem for about a month.
NOW
When powering up either
nothing happens,
it beeps once or twice
it beeps once and then again and continues to make the tone.
I measured the dc 5v on the cpu and it was high,
I disconnected the j4 on the cpu and measured the 5v
tp1=5.39
tp3=5.19
Im thinking of replacing the 5v regulator (sg323)
anything else i should check or order to replace.
Any help is appreciated
