dollars and sending navl to pickup the machine and finding out there

These are my experiences on this matter, and as I'm in Australia,
please check local policies (including credit card issuer) before
taking this advice as 100% reliable.

The only way you can get anywhere with Paypal (in my experience) is to
pay using your credit card through Paypal, and if the item doesn't
arrive etc, you go to your card provider and chargeback. Paypal are
pretty useless in my experience.

If there is a chargeback thrown at them by your card company, they
will then get off their arse and do something.

If the item is being shipped international, make sure it isnt going to
take more than 2 months to arrive, as paypal wont even let you enter a
dispute after 2 months, even for international. You might want to pay
for international express post in this case if it is worth the extra
money.

My Credit Card provider - did chargeback / reverse a transaction
outside of the normal time period (3 months I think) because after
being told of the case, they allowed the dispute period to be 3 months
from when the item was EXPECTED to be received, rather than when the
transaction was billed to the card. This gave another 3 months as
international sea mail was often 2-3 months at that time. The seller
never responded to any of my many emails and didn't fight the
chargeback.

Note that dishonest sellers might try delaying tactics ("the item was
returned by the post office, part of the address label was damaged",
"the carrier can't pick up until next month" etc) in order to get you
to "hang on" past the dispute period, leaving you without a leg to
stand on as far as disputes and chargebacks go.

(Note too that items sent to/from Russia in the post, can often take
months to come, even if you pay for Airmail. This isn't the sellers
fault)

Fortunately I have only ever had 2 problems (solved via credit card
chargeback, paypal wasn't interested) in 8 years with Ebay. All have
been since 2007. One was for $2200 and the other was about $150.
The $2200 deal was from a US based Ebayer with 2000+ feedback and
99% + rating going back over several years.

There was a 3rd one, was for about $15,for some old databooks but due
to the small amount involved, I didn't bother pursuing it.
None of these were pinball related items.


1> IF its is a private sale, get the seller to list the pin on ebay
with a "buy it now" on the price you agree on. If they are reluctant,
you can agree to pay the sellers final value fees etc. This at least
puts the deal "on record", and they have to at least verify their
identity (they used to have to) on there before they can sell.

2>You may be able to find a carrier who will take your cash to the
pickup and pay the seller once they pickup the game. If they get there
and there is a "no game" situation, they send the money back to you,
(less fees for the trip to the failed pickup probably.)

3>The only other way is to fly to the place, (or pay a contact there
to do this) rent a van, pick the machine up yourself paying cash, pack
it yourself, and deliver it yourself to a local freight / NAVL depot
addressed to your home address. Alternately get the seller to bring it
to his local depot and meet him there with the $$. He might want a
deposit which is fair enough, but better to risk losing this than many
times more $$.



If its $1000's you are going to invest on pin(s), depending on the
cost of flight / van rentals this extra expense and inconvenience may
actually be cheap insurance for you.


Note that with the financial crisis (which despite the crap they tell
you of on the mainstream media) is far from over there are now many
more desperate people out there who would be more likely now to scam
someone than a few years back. Depending on their situation, and the
amount involved they might not even have much fear being caught or
prosecuted.
