Tell him your wife called the town hall and asked if the house had a
renter's occupancy permit and was told that it did not. Because one is
necessary, and the house is such a good deal, you'll be happy to get
one for him. But, because you don't have a signed contract to rent
the house, you'll have to pretend you are him, fill out and sign the
form, and pay the $162.50 fee in cash. If he'll just wire you the
$162.50, you can take care of it... Of course, he'll say that you
should just take it out of the first month's payment...When he
suggests that, you'll respond that your wife won't let you pay someone
else's fee because you don't have a contract to rent.
After this reaches a compromise (accepting a "contract to rent" to
keep it going), tell him that the town needs to inspect the rental
property to issue the permit, so you'll either need the keys or to
hire a locksmith to open the doors. If the latter, you'll need his
signature on a letter stating you're allowed to do it, and you'll
subtract the $75 fee from your first month's rent.
Once he sends you the letter, you'll then inform him that the town
says he needs to have fire extinguishers, smoke detectors, and the
kitchen has non-GFCI outlets. You can get the outlets and
extinguishers and detectors fixed for $290, and the town also has a
re-inspection fee of $54, which, of course, he'll need to get wired to
you, and you'll need another letter authorizing all of this,
On the next round, your inspector will uncover rats or termites or
something nasty, which involves more letters and phony fees.
Eventually, he'll tire and give up on you as a renter. These guys know
that the property will be going to settlement and they have a limited
window to act. They also don't like to go on and on for a little
amount of money, when there are lots of other marks that they can more
easily hit.
