Hi Tony,
I certainly agree that removing a snap-cap the second time increases
the probability of damage to the through hole.
It depends on the tools available, whether or not a snap-cap was used
to replace the original, and the experience of the tech. I haven't
damaged a through-hole since I started using a Hakko 808 to remove
caps.
I have repaired boards that were hacked in the past by installing the
jumpers myself. It's certainly a safe way to go. I just don't like the
look of it. I use a "solder stitch" from the trace on one side of the
board, through the hole, to the trace on the other side. It just looks
a whole lot neater than all those jumpers. But that's just my
preference.
Ken, if you look at the cap that you removed, is there a rust colored
donut around either of the leads?

the suggested jumpers from the WPC repair guide. Removing the snap-mount cap
a second time will almost certainly guarantee damage to the through-plating,
and the jumpers are not a bad idea just as an extra guarantee.
