For testing, you can remove SCR101 and see if that
fixes the problem. The SCR is used to short circuit
the power and blow the fuse in case of regulator overvoltage.
Next check the voltage across C1 for about 14 VDC and then check
CR1 and CR2 rectifier diodes.
