In my experience with that (terrible) board, it's ALWAYS been the PAL
chip that was dead/blown out. Unfortunately, it's $40-ish to find
out, and you can't program one yourself because the chip is protected
from being read.

Stern has the tech bulletin on their website here:

You don't have to buy their kit, just get the parts they call out in
the bulletin.

There's also a service bulletin for this board that adds a couple
diodes to stop noise feedback that makes the wheel register false

Thanks Vic - Do you have (or know where I can get) this service
bulletin? Also, what is the symptom of the PAL going bad? In my
case, the spinning disc spins fine but it no longer becomes magnetic
at the proper times.
