I've got a handful of adapters for my programmer.
Not sure if I have a PLCC32, though. I'll check when I get in to work on
Friday.

An adapter for a willem programmer is only $12 on eBay, one for the PP2 is
$80
Dave Astill had a bunch of 27c040 PLCC chips for cheap recently if you
need the blanks

Clay, any programmer should work for programming these. All you'd need
is the PLCC32 adapter socket for the particular programmer.
I'm sure John Wart Jr can probably do these for you.
