I don't think that's necessarily true - as a blanket statement
anyways. Certainly, one needs to consider what the application of
the capacitor is in the circuit.
Sure, when filtering AC generally a higher value cap shouldn't be too
much of an issue - but Ed brings up some good points to consider....
In some other applications though the results would not be acceptable.
For instance, capacitors are many times used in timing related
circuits. Since caps charge up and discharge over a particular time-
constant, changing their capacitance value would have a significant
effect on the functioning of the timed circuit.
Keeping the voltage rating as high or higher is always good advice.
Trying to match the exact capacitance is really the best plan of
attack when recapping boards - generally.
