Yes, run a wire from the power supply frame / heat sink to the ground
strip at the bottom of the cab. This will satisfy a solid ground,
provided that the power supply is grounded to its frame / heat sink, and
the other new ground connections from other boards are solid.

Just to confirm, where is the main additional ground wire for BH best
run since all boards are linked to the mounting bracket for the power
supply. Is one to be run from this bracket to the bottom cabinet,
near the transformer?
If this is not done yet, perhaps my new ground wire on the chase light
board is ineffective.
Thoughts?
Sounds to me like a chip is heating up on the board and is causing the
board to lock up. It if freezes in different places I would expect U5
the 555 timer or U1 gate. If it freezes in the same spot every time I
would expect U3 the decade counter.
