I have always wondered how any buyer can really deserve a bad rating.
As soon as payment is made, the buyer should get a computerized positive.
They paid so fulfilled their only obligation.
How about a buyer that reverses a credit card transaction via PayPal and you (as the seller) loose almost $4000USD (That's Four Thousand US Dollars folks)? Perhaps some negative feedback is in order there?
The process was simple - they bought two machines on eBay - mine - which was New Old Stock ($3350US plus shipping), and a second, used one for much less ($909US). Three months later they complain to their credit card company that I sold them a used game and they got an anonymous 'inspector' to verify that "yes, that certainly is a used game they showed me". Now PayPal is required to refund the purchase price due to agreements with credit card companies and they took the funds directly from my account. PayPal even agreed that this was a fraud but "sorry nothing we can do" was all the answer I ever got.
So, some buyers deserve negative feedback!

At any rate, Ebay's system has been broken for a long time. I'm not so sure their current business model is sustainable, they're squeezing everyone from both ends.
