Stainless can rust and stainless can be magnetic. It depends on the
alloy content. Also, your rails may be plated carbon steel. The
rusting, magnetic grades of stainless are the less expensive ones.

If it is scratch (brush) finish, coarse Scotchbrite pads (paint store
has them cheap) do a great re-graining job. Easier to use than
sandpapaer. Wrap the Scotchbrite around a small wood block, move in
straight, short (approx. 4") strokes, one direction only.
For a smooth finish, and to remove deep scratches, you need to go with
a random orbit (dual action or D/A) type sander, start w/ about 60-100
grit, work your way up to 800 or 1000 grit (can be found on line).
After that, you need polishing rouge to get a mirror finish.
