TECH: Earthshaker GI circuit out

Half of my Earthshaker GI lights have stopped working. Just the ones on
the upper half of the playfield, which I believe are on one circuit
(white/violet).
Here's what I've done so far:
-Exchanged the two under-playfield relays with each other. No change,
the problem stayed with the white-violet circuit.
-Checked all fuses I could find, including the F1-F4 which my manual
says are the ones for the GI circuits.
-Here are some voltage readings from the interconnect board with all
connectors plugged in:
2J7-9 4.7 VAC
2J9-1 2 VAC
2J9-5 1 VAC
2J9-6 4 VAC
2J9-7 1.7 VAC
All measurements made with one probe poking into the back of the
connector and the other probe stuck on the grounding plate on the back
of the backboard.
My brain has shut down on this for some reason. I'm sure there's a level
head or two in this group who can set me straight!
