yes. that is how the stencil kits work. you start with the base- black
for black knight and most games really- and then apply the stneciled
colors over top.
my concern is- as frank pointed out- some folks say base dry time can
be 2 full weeks. but i'm wondering- doesnt that sounds excessive? or
is it really necessary? particularly if i'm putting down a primer
coat.
