Agreed. I always charge actual shipping (or within 50 cents of it),
yet my Shipping and Handling Charges is rated at 4.8???
Plus my shipping amount is always available on each of my auctions, by
using the calculator button. None of this "Contact seller for
shipping information..."

I knew what my seller rating was on shipping time and I noticed a
pretty good change in the rating.  Apparently the guy slammed me for
not sending his unpaid for item.......on time!

So, another screwed up Ebay idea. These guys are full of them.
