Good troubleshooting, and an interesting fix! Out of curiosity, which pin (pin # or wire color) for the coin lock out do you currently have disconnected?

When the machine is on, the voltage on the CPU side of the diode is

Just in case anyone runs into the same problem I did, I solved it this
evening.
The only way I could get the game to turn on without going into
diagnostic mode was to disconnect the wires from the front door. What
really stumped me was when I desoldered one of the contacts to the
test switch and still got no response when I closed the circuit at the
other test switch terminal.
Next, I disconnect only the test switch pin from the harness
connector, and I STILL had the same problem - boot into diagnostic
mode.
So, I took apart the entire harness connector and added one pin at a
time. The culprit was the coin lockout feature. For some reason, that
coil was causing the test switch to appear closed all the time. I just
left the coin lockout pins disconnected, and everything works fine
now.
All I have left is to service all of the playfield solenoids and
switches. After that, I'll rebuild the broken Williams Flash I picked
up the other day.
By the way, how do I get my nickname, rather than my email, to show up
