Can you give some background regarding your game? What boards are in it, (OEM or aftermarket - if aftermarket, which boards)? Have the ground modifications been done? Have the connectors been repinned?
Your issue regarding the tilt relay being locked in could bad connections between the CPU and driver board, a bad transistor that controls it on the driver board, a bad chip on the CPU, or bad grounds, as someone else pointed out.
The Shoot Again light definitely sounds like a bad transistor, but it could again be a ground issue.
Is the DT reset coil locked on all of the time or some of the time?
The middle chime sounds like a bad connection, or the plunger is sticking to the bottom of the chime box.

The game does the usual startup but no playfield lamps and no
flippers. Also, the Same Player Shoots Again light is on faintly. If
I pull the contacts off the tilt relay, everything lights up again.
Another problem is that the bank reset coil on the upper drop targets
seems to want to be energised all the time. I have checked all the
tilt switches and the slam switch on the front door. All seem to be
working fine. All this started when a pop bumper switch got stuck on
and fried the coil and blowing a 5A fuse under the playfield in the
lower cabinet labeled 25 volts. I can also cycle through the self
check sequence but again, when it fires the coils, when it gets to the
last bank reset on the upper drop targets, the coil energizes but
doesn't release. I've also had the middle chime not work then it
starts up fine out of nowhere. Help!
