It's top of the cap has mushroomed slightly and it looks to be a
little overheated but not as bad as some capacitors I have seen oozing
from the X on the top.
This capacitor goes in a Dell 15" LCD E153FPc LCD panel inverter board
for what its worth.

Any suspect capacitor should be replaced. Once it has started to fail it
will simply continue down that road, possibly taking more expensive
parts along for the ride.
As for testing capacitors, you need something like an ESR meter
(Equivalent Series Resistance) to check if the cap is within something
close to useful. These meters can give a strong indication if a
capacitor is going bad long before it is evident.

Yes. But if the cap you are replacing says 105 degrees (as opposed to
85 on the RS part) you'll be replacing it again at some point. If it
doesn't get too hot, the 35V rating will extend the life.
The bad capacitor is a HERMEI LE 105ºC 0414...
Can someone point me to a little better same size cap?

Mouser and digikey will list caps by size. Pick the largest 105 1000uF
one that will fit, with the highest voltage rating. The higher voltage
rating means that it will last longer.

Caps are usually specified at lifetimes of about 2,000 hours at full
voltage and temperature. Less volts and less heat make them last a lot
longer. My experience is that a lot of designers don't understand life
failure on electrolytic capacitors, which is why they hit the news

Use a Nichicon HE or PW series or a Panasonic EB, FC or FM series.
Get these at Digikey or Mouser.. Don't use NTE, Radio Shack or Xicon.
Digikey has a $25 minimum order or they charge $5 handling fee +
shipping. Mouser has no minimum. Grab a 1000uf of a junk TV or
something and substitute the cap temporarilly and see if the problem
is fixed. I'm in the business and see bad caps, but rarely on inverter
boards and ordering an entire board will result in "no longer
available" or "$1500 with a $500 core charge". The LCD monitor was the
best invention ever next to a DLP TV which ought to have a class
action suit and refunds plus punitive damages to all that bought these
lemon pieces of crap.
