I believe they have a resistor directly across the cathode & anode.
In the trucking industry, which has slowly been converting to LED
lamps on the back of trucks & Trailers, there have been problems with
lamps controlled by ECU's (ABS systems, Solid State turn signal
controllers) but switch contacts & relay controlled circuits are fine.
The solution by lamp manufacturers (Grote, Truck-Lite, Peterson) adds
a resistor the same way. Only problem is the resistor somewhat defeats
the purpose of LED lamps which is to draw lower current as the
resistor heats up. Overall current draw is still lower than what an
incandescant lamp draws.
