Scott,

Check for a leaf switch on the edge or bottom of the spinner unit
itself. There may be a whell with cogs that contacts it. I would
suspect that switch is broken or the contacts are dirty.

ChiCoin games (and their documentation) is uncommon. A picture of
this area underneath the playfield would help.
