It is $69.99 and looks like they send me a CD-ROM or something. There isn't much information on the Garmin website about this, is it a way to keep my maps completely up to date?

Yes. Garmin will send you the DVD free of charge, you then load it into your PC, download the new maps, then unlock them online.

Garmins are by far the best model of GPS out there. :-)
