The utility will adjust (raise) voltage to provide the additional load
needed for summer air conditioning.
You've noticed something out of spec. The power company should be able
to adjust the tap on your transformer to put you back within spec.. If
the transformer has failed he'll identify that when he's there. If you
panel or neutral has failed, he should identify that too.
