Yes, you should use CFLs instead of halogens.
1. Regular light bulds are actually "heat bulbs", giving off 90% heat and
10% light. CFL's are the reverse. Regular light bulbs waste an amzing
amount of energy and money. I replaced a bunch of regular light bulbs in my
house with CFLs and immediately reduced by electric bill by 20%.
2. CFLs now come in "warm" colors that match incandesent bulbs.
3. You can buy dimmable CFLs but they are harder to find. You can buy them
online. Search for "dimmable CFL". I have them and they work fine,
although they dim to a certain point (about 1/3rd brightness) then go off.
4. I have a lot of low-voltage halogen bulbs in my house (MR16s) that you
can't replace with CFLs. I'm trying out the new high-power MR16 LEDs (I
have up to 6 watt) but they are not quite bright enough to replace 50 watt
halogen bulbs. I do have a 10 watt LED in a slightly bigger package and it
is as bright as a 50 watt halogen, so I expect they will will be available
in the smaller MR16 package in 6 months or so. Once I replace the halogen
bulbs with LEDs, I'll reduce my electric bill by another 20%.
Bottom line is if you are choosing new lighting, you shoud only use CFLs or
LEDs. The light quality is fine, you can find dimmable CFLs if you need
them, they save you lots of money, reduce your air conditioning bill, they
are much more reliable, and reduce green house gas emmissions by a lot. The
only drawback is they are a bit more expensive initially (but are MUCH less
expensive over their lifetime).
While this is not a climate change newsgroup, I should add that changing
your bulbs is an important and probably the easiest and cheapest thing you
can do to make the world a little better for your children and
grandchildren.

I've been planning to install a large number of low voltage track
lights in my games room, so that I can carefully aim and control the
light around my pins.
But I'm wondering whether I should install compact fluorescent tracks
instead? They'd use much less power.
Any opinions on this subject?
