Waay OT: Easy to Use DVD Authoring Software Recommendation?

i know there are a lot of video authoring artists on the group, so
asking for a recommendation for an easy to use dvd authoring software
for a PC.
i just got finished transferring my father's 8mm film from the 50's
that i shot using my camcorder as it played on a piece of white
cardboard onto the wall, and then copied the cam content onto a dvd
using a Philips digital video disk recorder (dvdr 75).
the file format on the dvd is saved in two folders ... video_rm and
video_ts. in the video_ts the file type is "dvd movie" starting with
vts_01-1, vts_01_2, vts_01_3 etc.
because the original film was so old, all the labels had fallen off,
so they were recorded all out of order, plus i got in the clatter of
the movie projector as background that i want to replace with
narration or music.
any EASY TO USE for the NOVICE movie editor recommendations that i can
just do simple stuff like cut and past segments with voice over / mp3
music integration?
