Star Wars relay problem

Short circuit on my GI last night and the 4 yellow/white cables from
the transformers fused together (The whole living room was filled with
smoke) . Replaced the cables this morning and now a double relay
problem appeared.
1. GI relay doesn't work at all. Shorted the transistor + diode to
ground. And both test only produce a spark.
2. Solenoid/flasher relay. Does work by shorting the transistor or
diode. However it does not switch in test nor in gameplay.
I replaced the transistors at Q28 + Q29 (and 4401 transistors as
well). But the problem still exists. I also resoldered almost every
solder point on the PPB and Powerboard.
Where too look from now on? Might the problem be on the CPU board?

By the way the 4401 transistors tested bad at first. However after
replacing them with two new ones (tested OK before soldering them to
the CPU) those tested 600 vs 260?
