Most common failure part on the small driver board for the #194 lamps
are the 2N6427 transistors. We have these in stock:

However, if you have multiple lamps out (more than 2), then I would
examine the schematic diagram for the small driver board (back section
of your game manual) and see if there isn't another component further
upstream from the 2N6427's for those lamps, that is in common with
all/most of them, which may instead be to blame.
IIRC, one 2N6427 will control two lamps- one on each board on the top
of backbox. So two out can often be traced to the same 2N6427.
But maybe do some closer examination to make sure something else isn't
bad further upstream.

I did a bit of research and it turns out he is right. All of the bulbs
were blown in the top so I replaced all 16 with #194 bulbs and they all
light up. Problem is, that the lights don't 'chase' like they should -
they just remain on. I has a look inside and saw that they were
connected to an independent controller board that has heaps of
transistors, resisters and chips.
Does anyone know what part of this board would fail so that the lights
don't chase? I would really like to get the proper waterfall effect.
