That is an OEM copy. It's supposed to be sold with a new PC, not as a
seperate product. Technically, some people get away with it by selling
OEM copies with a mouse or other piece of hardware lin lieu of a
complete PC.
Now, the copy you got is Dell branded, so the COA may or may not work..
depends on if that COA has been used before, and if that is a special
build that looks for the embedded Dell service tag number on the system
(unlikely).
Go ahead and install it... if it works, great. If not, ask the seller
for a COA that works. If they refuse, report them to Microsoft.
Chances are MS will give you a valid key (provided you show proof of
purchase) and then go after the seller.
