We've used just tap water and spray mister for laying down overlays. Have not tried this with clear mylar film on our playfields as we simply have two people do the laydown. Water might well work, will try it on a junk playfield...and our tap water here in Vancouver, BC is very clear (most of the year) and leaves no residue. I'd use distilled water if you aren't sure of your tap water.

then lay the *** down and squeegee out the water and let it dry?
would seem hard to get it to lay down right without getting lots of
air bubbles under it. would probably get it stuck to my head or arms
and end up with a wadded up mess of mylar since that stuff is sticky.
