The target bank isn't difficult to rebuild. De-solder a couple wires
and remove 4 (or 6?) screw that hold the mech to the pf. Once it's out
it's pretty easy to rebuild on a bench. Do one target at a time and be
VERY careful when removing the c-clips because the tend to fly off into
oblivion never to be seen again. Replace the coil sleeve as well and
clean the plunger.
You might want to get a set of new target decal and replace those since
you need to remove the mech to do that the right way. Those targets get
a lot of abuse from the close pop bumpers.
And I know some will say NO WAY to this but I found some Teflon lube
and I put 2-3 drops on the target body and they drop and snap back up
like nobody's business! I'm not too worried about them getting gummy
and after tons of games they are still fine. Good luck!

In my Earthshaker the left of the three drop targets drops slowly. When
it's hit, it immediately goes halfway down, and than usually sink
slowly all the way down (sometimes it needs another hit to go down all
the way). It does work (ie the hit is registered) and the drop targets
are reset just fine. How can I fix this?
