That fixed it.

The lead was broken on the L1 and thankfully, it was on the very edge
of the board so I was able to get my soldering iron down in there just
enough to put a glob of solder between the two halves of the broken
lead. Now the opto pair recognizes each other very well.

No idea what that part is or does, or why it makes it behave in that
manner, but it sure seems to have been the culprit!
