Sounds like a loose connection somewhere in the supply line. With no current
draw you will measure full voltage but as soon as there is a current draw,
the loose connection will cause a voltage drop. Kind of like having a loose
battery cable on your car. Interior lamps will light (very low current draw)
but as soon as you try to start the vehicle(high current draw)nothing
happens.

Hey all,
Last night my wife and I were playing some games when all the sudden
the lights over the pool table started to flicker and the two pins we
were playing were switching on and off... I turned everything off and
after much research and troubleshooting, I'm at a stand still... ALL of
the outlets read 120V when nothing is on, but as soon as I turn on a
game or neon light, the voltage drops to 60V +/-... Also, the GFI
outlets are reading errors and will not test. I have double checked the
wiring on all the outlets, the breaker box, the ground and the incoming
power source... Any ideas where to go from here?
