The late 90s micro-switches they used gum up. The old heads here seem to
think that when the games were assembled in the factory, the soldering was
done above the switch body and flux worked it's way into the switch body.
The flux is gummy, attracts dirt, and the flux becomes even gummier. This in
turn creates switches that are "slow" and often times a ball rolling over
them does not trigger them. You should be able to hear the switch body click
when it is activated.
My games are in my basement. It is cooler there. The games don't get played
a lot. I find that after they have sat for a while in that cooler
environment without being played, late 90s wpc games will have a couple
fussy, slow switches until the game and the switch bodies warm up a bit.
Once the game warms up and has a few cycles on the switches, they work just
fine. For me, the games are simply telling me to "get down here and play us
some more".
You can also try adjusting the wire that contact the ball or adjusting the
switch body so the wire is oriented properly in the Pf hole.
I don't think I have yet encountered a micro switch from the Wpc era that
was flat out broken. Lots of slow ones replaced.

64 is "right loop high", up around the pop bumper feed lanes. push it,
make sure it clicks, roll a ball over it in test mode. As Otto sats,
the switch is either misaligned; misconnected; or broken (common).
