TECH: Data East PPB - strange resistor value by Q5

Hi all.
I was replacing the TIP36C transistor (Q4) which drives my recently
cooked Laser Kick coil on my Time Machine. Out of interest I ran my
DMM over all the resistors and diodes on the board.
They all looked good except the resistor which is connected to Q5
(Vertical up kicker) which should be 220 ohms and was about 2 ohms.
The strange thing is that I have not had any real noticable problems
with the kicker - sometimes it isn't 100% crisp.
My question is should I let sleeping dogs lie or should I replace the
resistor - what is the function of the resistor in that design pattern
?
Thanks
John
