It's not that Gene is trying to screw anyone ... there are allegedly
problems getting the pieces to fit ... Gene wants it done bad, but it
has allegedly turned out to be far more complex than anyone imagined

Didn't the Bearcave guys comment on this?

Notice how little stuff Wayne has produced ... remaking playfields and
cabinet decals are tough enough ... Imagine trying to do an entire
machine
