Misuse of USPS shipping materials

I was pretty annoyed when I received a package from a supplier of
pinball ad-ons via UPS this week. I opened the box and it was a USPS
box turned inside out. The best part is the items were too small to
fill the box so the shipper used five! approx. 9x5x1.5 small boxes for
filler. And he tore off the adhesive strip and glued the flaps down
rendering them pretty much unusable.
All this packing material clearly says " This packaging is the property
of the U.S. Postal Service and is provided for use in sending Priority
Mail. Misuse may be a violation of federal law."
I'm tempted to run over to the post office on Monday and show them this
"packaging".
Are people too cheap or lazy to run over to Staples or order for Uline
like many of us do? This guy charged for shipping "and handling" too...
We all pay the price for this.
