Of course, you are quite right, that's what it says. It just occurred
to me that when I've seen this phrase in the past I haven't thought so
much about its literal meaning, I got the impression more of some kind
of joke. There was also something about smoking or non-smoking in the
chat rooms, wasn't there? So if the intention with the very first login
phrase is precisely the one you have in mind, how about expressing it
more clearly? Something along the lines of: "You have the right to
remain silent on IGS, but if you do choose to say anything, it can be
taken down and used as evidence against you in rec.games.go and other
public fora." ?
