Dear Vit,
I "think" assumption (1) is plainly, very wrong - because of its
absolute wording. Germany will have had a ranking system since early
1860-1890, I presume (Dan= "rank, step" + kyu grades, formerly even
subdivided into "classes"= 1/2 kyu/dan).
Your underlying implication seems to be, that neither in the Dan nor
kyu grades a certain rank is forced onto the individual by a
commission, according to more or less recent (tournament) results.
This holds for Germany.
Assumption (2) can and is tested with the EGF-ratings: country grades
(Dan/kyu) are compared via their rating (points) on that EGF-site with
that of other countries (e.g. with ranks in countries which are forced
by a commission onto the individual)

assumption.

I do have my own opinion as well:
In any martial art club have the local, licensed(!) teachers the right
to assign any belt colour until brown - i.e. NOT black belt - to their
pupils. A central dan grading commission takes often twice a year the
dan exams, where you can fail. Usually there is a forced minimum
waiting time before you could take the next higher exam.
Concerning the kyu grades (colours until brown) this is very comparable
with Go. The local better players (dan?) serve as anchors. Their rating
tells them and their pupils a little bit whether their relative grade
is strong or weak.
A Go kyu commission is plainly superfluous in my view.
Concerning the dan grades, there is a big difference between Go and
martial arts: Go is usually "kumite", you really fight and look for the
results. In martial arts you could have a "Kata" (Karate, Taekwondo
"poomse") tournament with e.g. "bunkai" (slightly comparable to telling
about Joseki and their applications etc.), but I do not think that a
highly rewarded Karate 6, 7, 8, 9 dan in his/her sixties, seventies
will compete in (full contact) kumite tournaments.
In Go this is possible.
There is a simple difference between ranks (reward for highest
achievements) and rating (actual measured strength (by tournament
results))
