Re: translations

Personally, I am uncertain as to whether the word tengen should be the grammatical subject or the topic of the sentence (as in your example). "tengen de utsu koto ga yoroshii deshou ka" 'Is playing on tengen okay?' should be clear enough.

For the other terms I suggest the Sensei's Library page on "Useful Phrase in other Languages".

"Tengen wa yoroshii desu ka?" would probably work, but I think your
opponent would be confused as to why you would ask. Also, if your
opponent really didn't want you to start on tengen, you would probably
get an answer that would not tell you whether your opponent approved or
not, unless you know Japanese rather well. Politeness in Japanese
culture requires an almost ambiguous reply when you want to refuse a
request.

Most of your other terms are to be found on sensei's library on the
Japanese Go Terms page, the Chinese Go Terms page, or the page about
asking to play in various languages.
