It probably doesn't make a great deal of sense to go higher. If you've
got a PF of 1000, you would thermally cook before you have to worry
about ionizing effects anyway.
You're assuming that Peter wants to apply this advantage to a character
that doesn't also have Temperature Tolerance to prevent that. If the
character *does* have Temperature Tolerance sufficient to avoid cooking,
the question still seems useful.
I thought the idea was in 4e to avoid absolute powers, so that a super
who buys an uber-attack power with 6Dx1,000,000 for a gazillion points
can not be blocked by another character with cheap 300 pt Invulnerability
to Everything.
