I agree: this is the way to do.
However, another caveat: 4th Ed. PC usually need higher CP totals for
the same powers, compared to 3rd Ed.
If you are converting a bunch of PC to 4th Ed., you may ask your GM
(or concede, if you are the GM) a bit more CP, rather than
"converting" a 500 points (3rd ed.) character into a 500 points (4th
ed.) character.
I'd go for a 20% more CP to have similar-powered PC.
On the other hand, the GM may want to keep the point total the same to
lower a bit the power of the characters.
Your game, your choices... Just have fun!

I'm just making the conversions of my 3rd ed. supers to 4th ed. for two reasons. One is to see at what pointvalue they'd end up. The other is because I've got too much time on my hands and thought it be nice to have 4th ed version of them.
