Because you needed to get to the fuel. Most star systems had patrol ships around the gas giants. If you were a pirate or marauder you had to fight or sneak past the patrols so you could refuel and jump out of the system. This made it possible to control a section of space without having to patrol every square inch.

What about comet refueling or Kuiper belt refueling? Even if the Kuiper belt wasn't known in the 1970s (at least to Miller, Wiseman & crew) they knew about the Oort cloud.

(For my - so far extremely sketchy - future setting, FTL requires helium, for the exact reason that it can only be gotten from gas giants (or from terrestrial planets))
