most anything with a breathable atmo contains significant amounts of
h2, anything with water on it does, heck there are supposed to be
deposits of water ice at the poles of the moon. h2 is literally the
most common element in the universe by a large margin. it's not hard
to get except under pretty rare circumstances.

Even so, most of space is vaccuum. You still need to visit a planet,
ice asteroid or gas giant to refuel, which means a chance for stuff
to happen, the law to find you, or encounters with other ships.

Fuel is common, but you still need to actually get it. Otherwise, what
would stop a big warfleet from jumping straight to the heart of the
Zhodani Consulate or something like that? Logistics need to be an
issue in order to create the kind of universe GDW wanted.
