Traveller ships, however, are not using steady power for a long period.
To travel, they use an enormous amount of power over a very short
period of time. They literally are designed to provide the power to
rip a hole between dimesions large enough for the ship to travel
through. Almost all of its fuel is consumed doing this (through the
charging of specially designed capacitors via specially designed
reactors, IIRC). Most the rest of the power needs, including most
weapons and maneuver drives, is incidental compared to that. The ship
might use 95 - 99% of its fuel on the jump, and the rest for everything
else.

Actually, manoeuvring doesn't use incidental amounts of power. It
does, however use incidental amounts of fuel (only that for the
reactor). Unless GT has gone to the trouble of stating so there's no
terribly good canon source outside the now not-so-canon DGP materiel
on just how a jump drive works, and there are many different ideas
around on that. Many do not consider all the jump fuel to be actually
consumed by a reactor, but assume that most of it forms the jump
bubble, or is coolant, or working fluid, or...
