Uranus has a world encircling atmosphere.
But it's a gas giant. Frozen gas wouldn't land on the ground, it
would sink and warm back up.
Anyway, where the magnetic pole points doesn't matter. It's the
rotation pole though the star that produces this effect.
That's what I assumed was meant.
Anwyway, we're both wrong. A rotation pole at 90 degrees results in a
the sun going around the world once a year, not one face always facing
the star.
To get one face facing the star you have a normal rotation pole and a
day equal to the year.
