That's right: nothing. In fact, he even has more options (if he has
higher Int because he rolled more lucky, he gets more skill points to
spend on 'character' skills, for example).

So, even there, the high stat character will plain and simple totally
overrule the low stat one.

Actually it depends on your group. Even failures can be interesting if roleplayed in an interesting way. Like the time our group blew up the TOEE after most of the initial group were killed.

Point buy. Always. At least start on an even footing. Roleplay-wise,
and statwise. There's plenty of randomness in the game already. (In
fact, I don't get why some players insist on picking up a dice when
they can Take 10... but that's just me, I guess. :)

To me the randomness encourages more thinking on your feet... which usually leads to more interesting results.
