Heal isn't going to "fix" things that aren't an illness or a symptom.
You can't cast heal on someone who didn't learn to read and write
because they're dyslexic. You can cure the dyslexia, but they have to
do the work of learning after that.

Similarly, you can cure the discomfort and fatigue poisons with a Heal,
but you can't replace the functionality of REM sleep. The brain has to
do that work offline and if it doesn't get to, memory is impacted from
that lack of housekeeping.

You'd feel fine, but your ability to recall information would still be
impaired because information didn't get put away correctly.

Sounds like a mental disorder to me (quite literally, in fact) - and
'insanity' is largely just a catch-all term for all sorts of mental
disorders. I don't see any reason why Heal wouldn't be able to carry out
the
organising functions of REM sleep just as easily as it clears up any
other
mental disorder.

Of course, it's magic. Therefore Heal can take can of anything.

I didn't claim that Heal could do anything. I suggested that the mental
disorder caused by lack of REM sleep falls within the range of mental
disorders covered by the general term 'insanity', which Heal explicitly
*can* cure.

If you disagree with me on that point, that's fine - it falls entirely
within the realm of DM interpretation. But don't suggest that I made claims
for Heal that I didn't. I most certainly did not fall back on the "it's
magic so it works" argument.

Although that would have been a perfectly valid argument. D&D doesn't go
well with gritty realism, which is what insisting on long term effects
of lack of REM sleep is.
