So, what Keith and I had been talking about was a mapping
program that was less like a drawing program with pictures, and
more like a scalable design sheet. You'd mark the locations of
things on it (say, draw the outline of forests geographical
features and mark the locations of cities). Then the mapping
program would auto-fill those regions with symbols, making
intelligent choices (a la Google Earth) about what level of
detail needed to be displayed at the current zoom level.

Ah well, I was mostly hoping that he would become clinically
insane enough to implement this in whatever microscopic spare
time he still has between all his other projects. ;-)

Sounds like a nice idea. I'd love to use some of my own microscopic
spare time on something like this :-) I'd tend towards something
written in C++ using DirectX/Direct3D for the display side... But
then I suspect that no one here who has the knowledge to build such a
thing has time needed to finish it...unfortunately.
