The super-hero genre, to me, is not defined by the power level of the
world, but by the relative power levels of PCs vs NPCs (super-villains
to one side). Flying Invisible Wizards doesn't make the game a super-
hero game if the world has plenty of flying invisible wizards and the
ecology of the world is set up to deal with that (see Ptolus, for
example, where one of the guard patrols in the city is made up of
invisible wizards).

So... a game where everyone is a superhero is not a superhero game?

PCs will always have an advantage anyway against realistically played
NPCs because PCs are always prepared to take unrealistic risks with
their lives. ATEOTD if you die, you just roll up another character.
That, for me, is enough of an advantage.

Noone I know takes that attitude.
