Well, the title of the smite hints at its flavour - "Binding smite". At a
guess, it binds the target to the smiter with divine magic, effectively
encapsulating him and the paladin together.
In 3.5E "binding" magic weapons can cast _dimensional anchor_ on the
foes they hit. That seems like a more likely interpretation here, since
a paladin is likely to go up against evil outsiders fairly often and may
wish to prevent them from fleeing back to hell to escape his righteous
wrath.
Except that the article text tells us what the ability actually does, and it's not that. Though having that as an ability would be cool, too.
