That's probably the best idea, to combine the two.
I'm doing kind of the same with Ärth. I've got the world in broad strokes (stolen 90% of it from history, of course), but my focus is on northern Europe, since once it is time to get some players and start a campaign, they're quite likely to naturally focus on that area.
Ideally, start with a slightly isolated place, as your focus spot. Do the broad strokes entire-planet first, as you've suggested yourself, but when it becomes time to add detail, find some kind of island (or at least a peninsula). It'll be somewhat isolated from the surroundings (having just a few "points of contact), which has implications both for culture and history, but also for making it naturally (slightly) difficult for the PCs to just leave it.
