It's just another fantasy weapon in a fantasy game that has dragons, talking trees, and animated furniture. It's not any more or less "unrealistic" or "abusive" than ten thousand other things in the game -- those magical ladder-less ladder rungs, for example, or tower shields (if I had a nickel...).
GMs who ban spiked chains are the same sort of humorless control freaks who gimp Teleport and argue that Invisibility doesn't make something transparent. A good GM prevents players from playing the *system* at the expense of the *game*: they don't ban things outright because they *might* be abused.
The best thing to do with control freak GMs is to avoid them. Life is too short to play with people like that.
